Authority members will be elected by Collier County voters beginning with the 2026 general election, replacing the previous system of appointment by the Naples City Council

Five-member board will consist of 3 seats for City of Naples residents and 2 seats for Collier County residents outside Naples municipal boundaries

Candidates must have at least 5 years of experience in financial management, small business operations, or aerospace, with verification submitted to the Supervisor of Elections at qualifying

Initial terms will be staggered: odd-numbered seats serve 4 years, even-numbered seats serve 2 years; subsequent terms are 4 years each

Vacancies during a term will be filled by gubernatorial appointment for the unexpired portion; removes previous prohibitions on city officers/employees serving and on members receiving compensation
