Repeals Chapter 67-1702, Laws of Florida, which authorized Martin County to obtain repayment of certain welfare funds and acquire liens on real and personal property

Requires the Martin County Board of County Commissioners to create an ordinance establishing a process for distributing County Health Care Fund money to all licensed hospitals in the county

Establishes indigency criteria for receiving county hospital care payments: minimum 6 months county residency, household income at or below 150% of federal poverty guidelines, ineligibility for Medicaid or other third-party coverage, and liquid assets not exceeding $8,000

Eliminates the five-member County Health Care Review Board that previously recommended indigent individuals for hospitalization funding

Takes effect upon becoming law
