Revises the boundaries of the St. Lucie County Mosquito Control District, a special taxing district, by replacing detailed metes-and-bounds descriptions with simplified township, range, and section references covering approximately 287,828 acres in St. Lucie County

Requires a referendum on November 3, 2026 (General Election) for qualified electors within the areas proposed to be added to the district to vote on whether the district may provide services and exercise authority in those areas

Boundary changes take effect only upon approval by majority vote of qualified electors in the affected areas voting in the referendum

Referendum provisions take effect immediately upon the bill becoming law, while substantive boundary changes are contingent on voter approval
