Establishes 2025-2026 fiscal year stormwater management fees per acre for the Melbourne-Tillman Water Control District: $25 for residential parcels, $8.50 for agricultural parcels, and $52.50 for commercial parcels

Beginning in 2026-2027, fees will automatically adjust annually based on the U.S. Department of Labor's consumer price index for the South Region

Caps annual fee increases at 10 percent above the preceding year's fee, not including the CPI adjustment

Removes obsolete language referencing the original 1990-1991 fee caps ($10 residential, $3.50 agricultural, $21 commercial) and previous maximum fee limits

Takes effect upon becoming law
