Amends chapter 2001-336, Laws of Florida, to revise the boundaries of the Melbourne-Tillman Water Control District, a dependent special district in Brevard County responsible for constructing, maintaining, and operating a surface water management system.

Expands district boundaries to include additional parcels in Township 28 South, Range 37 East, including Preserve at Heritage Oaks, Eastwood One at Heritage Oaks, Lot 18 of Florida Indian River Land Company, and the East 1/2 of Lot 3 of Florida Indian River Land Company's Subdivision in Section 34.

Requires Sections 20 and 29 in Township 28 South, Range 36 East to be annexed into the City of Palm Bay.

Takes effect upon becoming law.
