Increases the Hillsborough County Board of Commissioners from 7 to 9 members, with a further increase to 11 members once county population reaches 2,500,000 based on the decennial census.

Eliminates the three countywide district seats (Districts 5, 6, and 7) and requires all commissioners to be elected from single-member districts by voters residing only within that district.

Changes voting thresholds from fixed numbers to "majority plus one of the entire membership" for appointing/removing the county administrator, county attorney, county internal auditor, and proposing charter amendments.

Requires the Board to establish new single-member district boundaries by October 1, 2027, with the first elections under the new system at the 2028 general election using staggered two-year and four-year initial terms.

Requires voter approval through a referendum on November 3, 2026 for the charter amendments to take effect.
