Broward County must commission an independent feasibility study before approving any physical expansion of the Monarch Hill Landfill, covering environmental and public health impacts, alternative waste management solutions including waste-to-energy, community impacts (odor, traffic, noise, groundwater), and cumulative effects of existing operations.

At least one public hearing must be held within a 5-mile radius of the landfill before final expansion approval, with public notice required at least 30 days in advance through local media, the county website, and direct notice to property owners within 2 miles.

Public hearings must allow written and oral testimony and include a presentation of the feasibility study findings.

No expansion approval, zoning change, permit, or development order may proceed until both the feasibility study and public hearing have been completed and publicly disclosed.
