Jacksonville Aviation Authority is assigned responsibility for economic development of Cecil Airport as a regional, state, and national aerospace and related-industry hub, in partnership with City of Jacksonville economic development agencies

"Aerospace and related industry" is defined to include design, development, manufacturing, maintenance, logistics, operation, use, and service of aircraft and spacecraft for civilian, government, and military applications

Authority must annually prepare and present an economic development plan for Cecil Airport to the Jacksonville City Council, submitted simultaneously with the annual budget by July 1
