Codifies the boundaries of the Punta Gorda Utility District to match the City of Punta Gorda's municipal boundaries as of the act's effective date, requiring the city to provide certified maps and legal descriptions to the Department of State and Department of Commerce.

Authorizes Charlotte County to assume responsibility for potable water and wastewater utility services, operations, billing, management, and associated assets for lands outside the district upon the act becoming law.

Requires the City of Punta Gorda and Charlotte County to enter into an initial interlocal agreement within 180 days and submit a written transition plan report to the Charlotte County legislative delegation within 365 days.

Mandates that the City of Punta Gorda continue providing utility services to existing and new customers and maintain infrastructure until the transfer is finalized through interlocal agreements.

Preserves all existing bonds, capital improvement commitments, franchise agreements, and financial obligations of the district, city, and county during the transition period.
