Amends chapter 2023-7, Laws of Florida, to expand the boundaries of the Eastpoint Water and Sewer District in Franklin County to include additional land sections in Township 8 South and Township 9 South, with a separate expansion to include all of St. George Island

Grants the district board new authority to inspect septic tanks within the district for permit compliance and impose reasonable penalties for violations

Requires a referendum on November 3, 2026 (concurrent with the general election) for qualified electors in the proposed annexation area to approve the initial boundary expansion

Requires a separate referendum for St. George Island annexation at the first general election after the district reaches an irrevocable agreement to acquire the water utility serving St. George Island (or the second general election if acquisition occurs within 120 days of an election)

Both boundary amendments may take full effect if approved by voters in their respective referenda, with the Franklin County Supervisor of Elections conducting the referenda under the Florida Election Code
