Authorizes the Highlands County Hospital District Board of Commissioners to lease or sell the entirety of district hospital assets to for-profit or not-for-profit entities, subject to majority board vote and a finding that the transaction serves the public interest

Requires the board to contract with independent evaluators (minimum 5 years experience) to assess benefits and fair market value before any lease or sale, with evaluations valid if completed within 2 years of the public notice

Mandates public transparency measures including 30-day website publication of all documents, public meetings for testimony, conflict of interest disclosures by board members, and written justification if accepting less than fair market value

Requires acquiring or leasing entities to make enforceable commitments to continue providing quality health care services to district residents, particularly the indigent, uninsured, and underinsured

Dissolves the Highlands County Hospital District 30 calendar days after the board notifies the Department of Commerce of a completed sale, with residual sale proceeds designated as surplus funds for district purposes
