Creates the University Town Center Improvement District as an independent special taxing district spanning approximately 1,470 acres in Sarasota and Manatee Counties at the intersection of I-75 and University Parkway near Lakewood Ranch

Authorizes the district to provide drainage and water control infrastructure, construct and maintain canals, levees, and pumping systems, levy non-ad valorem assessments, and issue revenue and assessment bonds without the power of condemnation

Establishes a five-member Board of Supervisors elected by landowners on a one-acre, one-vote basis, with initial terms staggered (one 1-year, two 2-year, and two 3-year terms) and subsequent 3-year terms

Excludes specific parcels from the district including the Mote Science Education Aquarium property (11.76 acres) and Sarasota County Public Hospital District lands

Takes effect only upon approval by majority vote of landowners who are not exempt from taxes or assessments at a meeting held within 20 days after the act becomes law
