Converts the Fellsmere Water Control District from an independent to a dependent district of Indian River County, with the Board of County Commissioners serving as the governing board

Revises the district boundaries to encompass approximately 14,090 acres in Indian River County (reduced from approximately 34,441 acres in the previous boundary description)

Establishes maintenance responsibilities for Lateral "U" Canal, Park Lateral Canal, and Main Canal, with provisions for future transfer of certain maintenance duties to a proposed Headwaters Water Control District when established

Requires the two districts to collaborate on a water management plan by October 1, 2027, with disputes to be resolved through the Division of Administrative Hearings Alternative Dispute Resolution program

Takes effect October 1, 2026, contingent upon HB 4095 or similar legislation also becoming law
