Creates the Headwaters Water Control District as an independent water control district and public corporation in Indian River County, Florida, encompassing approximately 19,691 acres in unsurveyed townships 31 and 32 South, Ranges 36 and 37 East

Establishes a five-member Board of Supervisors elected by landowners on a 1-acre, one-vote basis, with board members required to be landowners or officers of landowners within the district, Florida residents, and U.S. citizens

Assigns the Headwaters Water Control District full maintenance responsibility for the entire Lateral "U" Canal and one mile of the Main Canal eastward from the Lateral "U" centerline, including dredging and aquatic vegetation management

Requires the Headwaters and Fellsmere Water Control Districts to collaborate on a water management plan by October 1, 2027, with disputes subject to Division of Administrative Hearings alternative dispute resolution

Takes effect contingent upon HB 4093 or similar legislation being adopted in the same legislative session and becoming law
