Expands the Port St. Joe Port Authority boundaries from Gulf County only to include Franklin, Gadsden, Gulf, and Liberty Counties

Increases the governing body from 5 to 6 commissioners appointed by the Governor: 1 resident of Port St. Joe (serving as chair), 2 Gulf County residents, and 1 resident each from Franklin, Gadsden, and Liberty Counties

Terminates all current authority members upon the effective date, with existing members continuing to serve until successors are appointed

Establishes staggered terms by requiring initial 2-year terms for 1 Gulf County member and 1 Gadsden County member, with all other appointments being 4-year terms

Authorizes the City of Port St. Joe and all four counties to appropriate funds for authority operating expenses through their annual budgets
