Creates the Florida Accountability Office within the Legislature consisting of four units: the Division of the Auditor General, the General Accountability Division, the Office of Program Policy Analysis and Government Accountability, and the Public Integrity Division to conduct audits, investigations, and oversight of government entities

Establishes a Public Integrity Division to receive and investigate complaints alleging fraud, waste, abuse, mismanagement, or misconduct in the expenditure of public funds, with authority to issue subpoenas through the Legislative Auditing Committee

Beginning with the 2027-2028 fiscal year, requires the Auditor General and Public Integrity Division to randomly select and review appropriations projects from the prior fiscal year to evaluate the recipient's efficient and effective administration

Repeals section 216.052, F.S., eliminating the community budget request process for local appropriations projects

Expands whistle-blower protections to include disclosures of any violation of law (removing the previous requirement that violations must create "substantial and specific danger to the public's health, safety, or welfare") and adds the Florida Accountability Office as an entity to which protected disclosures may be made
