Renames the Office of Supplier Diversity to the Office of Supplier Development, eliminating minority business enterprise certification requirements and procurement goals while refocusing the office on assisting Florida-based small businesses and veteran-owned enterprises

Repeals multiple statutes related to minority business enterprise programs, including ss. 287.0943, 287.09431, and 287.0947 (Florida Advisory Council on Small and Minority Business Development)

Creates a new administrative health insurance assessment requiring state agencies to pay the employer's cost of individual health coverage for each vacant position monthly beginning July 1, 2026, with delinquent agencies subject to automatic fund transfers

Establishes the Governor, Cabinet officers, and Legislature as permanent tenants of the Capitol Complex, prohibiting reduction or relocation of their allocated interior space and parking without express consent, and giving the Legislature first right of refusal for vacant space

Removes the July 1, 2026 expiration date for the $3 surcharge on traffic violations that funds the Statewide Law Enforcement Radio System, making the funding source permanent
