Repeals s. 381.4015, F.S. relating to Florida health care innovation and creates an Eligibility Assistance Program within the Department of Children and Families to help persons with disabilities navigate Medicaid eligibility, operated by a nonprofit independent contractor with at least 20 years of experience serving persons with disabilities

Extends Medicaid managed care contracts from 6 years to 8 years and establishes a 2% quality withhold incentive focused solely on infant mortality reduction, with plans earning back withheld amounts based on comparative performance and facing suspension of automatic enrollment if mortality rates increase

Increases the nursing home Quality Incentive Program payment pool from 10% to 15.2344% of September 2016 non-property related payments and changes the quality score threshold to qualify from the 20th percentile to 33% of all available points in the program

Requires hospitals administering long-acting injectables for severe mental illness to be reimbursed separately from the diagnosis-related group at no less than actual acquisition cost of the drug

Establishes funding transfer procedures between the Agency for Persons with Disabilities and Agency for Health Care Administration when individuals move between the developmental disabilities waiver program and the pilot program, with quarterly reconciliation of amounts
