Re-creates the Emergency Preparedness and Response Fund within the Executive Office of the Governor, which was set to terminate on February 17, 2026 under the State Constitution

Expands permitted uses from Governor-declared disasters to any "emergency" as defined in statute, covering natural emergencies, manmade emergencies, and technological emergencies

Requires legislative budget oversight procedures (notice, review, and objection under s. 216.177) for fund expenditures during renewed natural emergencies or for manmade/technological emergencies

Prohibits fund moneys from being used to purchase aircraft, boats, or motor vehicles, and requires federal reimbursements of state emergency expenditures to be deposited in the General Revenue Fund instead

Mandates quarterly reports to legislative leadership including projected cash balance, cash flow statements, asset inventory by emergency event, and a sworn attestation from the Division of Emergency Management director
