Transfers all real property, facilities, and associated liabilities of the University of South Florida Sarasota/Manatee campus to New College of Florida by July 1, 2026, with New College paying $166,617 monthly until outstanding facility debt is fully assumed by October 30, 2026

Requires New College to honor existing USF student housing contracts through August 15, 2027 and provide free classroom space for USF students admitted before July 1, 2026 to complete their degrees within 4 years

Authorizes state university boards of trustees to independently establish out-of-state fees for nonresident students, removing the previous 15% annual cap on out-of-state fee adjustments

Permits state funds to be used for Title IX compliance costs including fixed capital outlay, scholarships, administration, recruitment, and comparable coaching expenses

Removes the requirement that the Florida Center for Partnerships for Arts Integrated Teaching be physically housed at USF Sarasota/Manatee, keeping it only within USF
