Removes the requirement for school districts to provide underused, vacant, or surplus facilities to "schools of hope" (charter schools serving students from persistently low-performing schools or Florida Opportunity Zones)

Eliminates the provision allowing hope operators to use identified school district facilities at no cost

Deletes the requirement that students enrolled in schools of hope be included in the district's total capital outlay full-time equivalent membership for funding calculations

Removes the authorization for schools of hope to colocate with another school in a public school facility

Removes criteria defining persistently low-performing schools based on bottom 10% student performance on grade 3 ELA or grade 4 math assessments
