Appropriates $28 million from the General Revenue Fund to compensate L.P., a minor who was stabbed at least 14 times by her mother on June 25, 2015, after DCF caseworkers failed to recognize danger signs during a wellness check and left the 6-year-old in her mother's custody

DCF had already paid $200,000 under the statutory liability cap in s. 768.28, Florida Statutes; a jury awarded $28 million in damages following a two-week trial in February-March 2022, which was affirmed on appeal

Funds will be paid to a special needs trust created for L.P.'s exclusive benefit to cover over $14 million in unpaid/future medical costs, $1.5 million in lost earning capacity, and lifetime expenses for surgeries, psychological counseling, and related care

Limits attorney fees, lobbying fees, and similar expenses to no more than 25% of the total amount awarded

Payment constitutes sole compensation for all present and future claims arising from this incident
