Appropriates $500,000 from Miami-Dade County to Lourdes Latour and Edward Latour for injuries sustained on November 5, 2017, when a malfunctioning automatic gate arm struck Mrs. Latour while she was exiting the Gables by the Sea community on her bicycle.

A jury on January 16, 2025, found Miami-Dade County 100 percent liable and awarded $4.75 million to Mrs. Latour for her injuries and $165,000 to Mr. Latour for loss of consortium.

The parties reached a settlement of $800,000, with Miami-Dade County paying $300,000 under existing statutory limits (s. 768.28, Florida Statutes) and this claim bill authorizing the remaining $500,000.

Attorney fees for this claim are capped at 25 percent of the total amount awarded under the act.

The combined payments constitute sole compensation for all present and future claims arising from this incident.
