Appropriates $5 million from the General Revenue Fund to compensate former Broward County Sheriff's Deputy Maury Hernandez for injuries sustained when he was shot in the head by David Maldonado on August 6, 2007

Maldonado, a convicted felon on probation, had admitted to probation officers three times before the shooting that he illegally possessed a firearm and used drugs, but officers failed to report these violations to the court or state attorney as required by the Department of Corrections' zero-tolerance policy

Deputy Hernandez suffered permanent brain injuries including hemiparesis, cognitive impairment, and total disability; his total economic damages are estimated at approximately $6.7 million including $2.2 million in future medical care and $3.3 million in lost wages

Waives any state lien interests arising from Hernandez's medical treatment and care related to the incident

Limits attorney fees to 25% of the award and establishes this payment as sole compensation for all present and future claims arising from the case
