Grants the consumer advocate authority to request administrative hearings to challenge the Office of Insurance Regulation's decisions to approve or disapprove rate filings

Authorizes the consumer advocate to administer oaths, compel witness testimony, and issue subpoenas for documents and evidence during investigations or hearings

Empowers circuit courts to hold individuals in contempt for refusing to comply with consumer advocate subpoenas and to order payment of the advocate's reasonable expenses and attorney fees

Entitles the consumer advocate to expedited appellate review in the First District Court of Appeal when challenging final orders on rate filings
