Requires local governments to approve land use and zoning change applications from historic African-American cemeteries seeking to sell excess vacant land to fund long-term maintenance and upkeep

Mandates that the new zoning must match the most permissive land use category and zoning district adjacent to the excess property being sold

Recognizes the University of South Florida's Black Cemetery Network, which has identified and registered 35 historic African-American cemetery sites in Florida

Builds upon the Historic Cemeteries Program created in 2023 (House Bill 49), which provides preservation grants to eligible cemeteries

Takes effect July 1, 2026
