Prohibits state group health insurance plans, Medicaid, Medicaid managed care plans, individual health insurers, and health maintenance organizations from restricting patients from obtaining care from out-of-network or nonparticipating nurse registries and home health agencies licensed under Florida law

Bans insurance plans and claims administrators from steering, requiring, or unduly influencing patients to use preferred or in-network nurse registries and home health agencies

Requires out-of-network and nonparticipating nurse registries and home health agencies to be reimbursed at the same rate as in-network providers for equivalent services

Applies these requirements to the Agency for Health Care Administration and any third parties responsible for administering claims on behalf of covered plans and insurers

Effective date of July 1, 2026
