Expands the definition of "medical review committee" to include committees of managing entities (organizations that contract with the Department of Children and Families to manage behavioral health services) alongside existing Department of Children and Families committees

Allows managing entity committees to include employees, agents, consultants, and any other persons deemed necessary to conduct peer review, utilization review, or mortality review of treatment services under mental health, substance abuse, and forensic treatment chapters

Extends discovery and evidentiary protections to managing entities, making investigations, proceedings, and records of medical review committees not subject to discovery or admissible as evidence in civil or administrative actions against managing entities

Makes technical and clarifying changes to existing statutory language throughout the medical review committee immunity provisions

Effective date: July 1, 2026
