Defines "serious mental illness" in Florida Medicaid law to include bipolar disorders, childhood/adolescent depression, major depressive disorders, obsessive-compulsive disorders, paranoid personality disorder and other psychotic disorders, schizoaffective disorders, and schizophrenia

Requires the Agency for Health Care Administration to approve drug products for treating serious mental illness without step-therapy prior authorization when a prescribing physician provides documentation that the medication was previously authorized and dispensed within the past 12 months

Expands existing step-therapy exemptions that previously applied only to schizophrenia and schizotypal or delusional disorders to cover all defined serious mental illnesses

Directs the Agency to incorporate the rate impact of these changes into Medicaid managed medical assistance and long-term care managed care program rates effective October 1, 2026

Takes effect October 1, 2026, except for the rate impact provision which takes effect upon becoming law
