Creates the Insurance Solutions Advisory Council within the Office of Insurance Regulation to analyze data on Florida's property and motor vehicle insurance markets and advise the office and Legislature

Establishes a 13-member council with appointments by the House Speaker (3), Senate President (3), Governor (3), Chief Financial Officer (2), Citizens Property Insurance Corporation board chair (1), and the Insurance Commissioner or designee

Requires diverse representation including large and small residential insurers, commercial insurers, surplus lines insurers, a trial attorney, public adjuster, insurance agents, and at least one consumer advocate

Members must be appointed by August 1, 2026, serve without compensation but receive per diem and travel expense reimbursement, and submit annual reports to the Governor and legislative leaders beginning October 1, 2026

Council automatically expires on October 2, 2029, unless the Legislature reenacts the provision
