Creates section 944.092, F.S., establishing basic rights for inmates including proper ventilation with air conditioning or air-cooling systems in housing units, with exhaust and air circulators required for older units that cannot be retrofitted

Guarantees inmates a minimum of 20 minutes to eat each meal, with extensions available for approved medical reasons

Requires each correctional institution to establish partnerships with nearby community food banks to ensure adequate food supply during natural disasters or emergencies

Mandates the Department of Corrections provide personal protective equipment for medical staff at all times, for all staff and inmates during health crises, and necessary health products (sanitary napkins, tampons, soap, toothpaste) to inmates upon request

Expands the definition of "permanently incapacitated inmate" for conditional medical release eligibility to include inmates with physical disabilities, impairments, or handicaps who do not pose a danger to themselves or others

Requires written notice of these rights be provided to each inmate upon entry into the correctional system and allows inmates to file grievances if rights are denied
