Mandates contracting parties conduct a comprehensive review explaining all terms and implications before elderly or disabled persons sign contracts involving transfer or waiver of rights, including powers of attorney, deeds, and financial or medical records

Requires video recording of the entire contracting process, including the comprehensive review and signing, to document the person's understanding and ensure they are not under duress or undue influence

Video recordings must be securely stored for minimum 5 years and accessed only with the elderly/disabled person's consent or as required by law

Violations carry fines up to $10,000 for first offense and $25,000 for subsequent offenses; harmed individuals may pursue civil remedies including contract rescission and damages
