Removes priority admission categories for the Florida Virtual School, including home education students, rural/inner-city students seeking advanced courses, students seeking early graduation, and children of active duty military members stationed outside Florida

Expands the board of trustees' authority by allowing the president and CEO to call board meetings and authorizing supplemental funding sources beyond the Florida Education Finance Program for technology development

Allows the Florida Virtual School to receive revenue from direct-support organizations in addition to existing supplemental support organizations like alumni associations and foundations

Simplifies annual reporting requirements by eliminating mandates to report on global operations, marketing plans, assets/liabilities, unit cost recommendations, and accountability mechanism recommendations

Authorizes the board of trustees to enter into contracts and franchise agreements with public and private entities and governmental agencies, expanding beyond the previous limitation to Florida district school boards
