Florida Commission on Offender Review must develop and maintain a database to help people with felony convictions (except murder or felony sexual offenses) determine if they have met requirements to restore their voting rights

Database must include each person's name, remaining supervision terms, outstanding restitution owed to victims, remaining court-ordered fines and fees, and completion status of other sentence requirements

Multiple state agencies including the Department of State, Department of Corrections, circuit court clerks, and Board of Executive Clemency must provide required information to the commission monthly

Commission must submit a comprehensive implementation plan to the Governor and Legislature by July 1, 2027, and make the database publicly available online by July 1, 2029, subject to legislative appropriation

Persons who register to vote or vote in reasonable reliance on database information indicating their rights are restored have an affirmative right to vote and cannot be charged with election fraud crimes
