Clarifies that prevailing parties in civil actions alleging violations of telephone solicitation laws are entitled to reasonable attorney fees and costs after judgment and exhaustion of appeals

Makes the amendments retroactive and remedial in nature, applying to existing cases

Makes technical changes to language regarding attorney fee awards in civil litigation under the telephone solicitation statute
