Prohibits insurance agents from soliciting pet insurance or pet wellness product sales without adequate product knowledge, compliance with insurer standards, and completion of a biennial 2-hour training course

Mandates pet insurers file annual reports with the Office of Insurance Regulation by March 1 containing data on policies issued, renewed, and canceled; aggregate premium and claims data; and policy denial and rescission information with reasons

Allows agents to rely on insurer-provided training materials to meet compliance requirements, with such training eligible for continuing education credit if approved by the department

Takes effect July 1, 2026
