Sets eligibility for financial assistance at homeowners with total annual household income not exceeding $250,000 before taxes

Funds the trust fund with $500 million drawn from unallocated general revenue

Establishes the fund as a temporary measure to prevent displacement of Florida homeowners until permanent solutions are developed

Requires the trust fund to be reviewed and terminated on July 1, 2030, unless terminated sooner or re-created
