Requires parental consent for mobile response team services provided to minors after immediate onsite crisis intervention, including referrals and care coordination

Eliminates minors' ability to voluntarily obtain substance abuse treatment services without parental consent; removes the provision that minors acting alone could consent to such treatment

Requires school districts to provide parents with copies of student well-being, mental health, or health screening questionnaires before administration and give parents the opportunity to opt out; grants parents the right to review, inspect, and consent to surveys revealing information about political beliefs, mental health, sexual behavior, religious practices, or family income
