Increases daily fines for public nuisances from $250 to $500 per day if the nuisance remains unabated after 1 year, and removes the previous $15,000 cap on total fines

Requires nuisance abatement boards to award fees for legal assistants who provide nonclerical legal support when attorney fees are awarded

Establishes mandatory lien foreclosure after 2 years if public nuisance activity remains unabated, with permissive foreclosure allowed after 3 months of unpaid liens

Extends continuing jurisdiction over declared public nuisances for renewing 1-year periods until abatement, rather than a single 1-year period
