Raises the age definition of "minor" from under 16 to under 18 years of age for firearm storage laws, expanding protections for older teenagers

Strengthens safe storage requirements by removing the "reasonable person" standard and requiring firearms to be stored in a securely locked container or with a firearm locking mechanism (previously allowed storage in any location a reasonable person would believe to be secure)

Creates new criminal penalties when improper firearm storage results in a minor accessing the weapon and using it during any law violation or causing great bodily harm, in addition to existing penalties for public display or threatening behavior

Requires firearm sellers to provide purchasers with a basic firearm safety brochure, offer demonstrations of locking mechanisms, and post information about local voluntary firearm safety programs

Updates warning signage requirements at retail firearm dealers to reflect the new "unsafe manner" storage standard and the expanded minor age definition to under 18
