Establishes the School Teacher Training and Mentoring Program within the Florida Department of Education to improve teacher effectiveness, student achievement, and classroom management in public schools

Authorizes school districts and charter schools to place retired or current teachers as mentors in schools earning a "D" or "F" grade to assist new teachers, those rated as needs improvement/developing/unsatisfactory, or those struggling with behavior management

Requires teacher mentors to have at least 3 years of teaching experience (Pre-K through grade 12) and a highly effective rating on their most recent performance evaluation

Allows teacher mentors to receive stipends up to $3,000, with each mentor-mentee relationship lasting one grading period; retired teachers may mentor up to 5 mentees while current teachers are limited to one mentee at a time

Permits school districts to use funds from the educational enrichment allocation for the program if funds are available, effective July 1, 2026
