Requires medical examiners to conduct autopsies with microscopic and toxicology studies for sudden unexpected deaths of infants (SUID/SIDS), children under 20 (SDY), and individuals of any age suspected of Sudden Arrhythmic Death Syndrome (SADS)

Mandates documentation in autopsy reports of any immunizations or emergency countermeasures administered within 90 days before death, using the state immunization registry and medical records

Requires reporting of all sudden unexpected deaths of individuals under 20 to the CDC's national SUID and SDY Case Registry within 30 days of completing the autopsy report

Establishes tiered administrative penalties for medical examiners who fail to report: up to $1,000 fine for first offense, up to $5,000 for second offense, and referral for suspension or removal for repeated noncompliance
