Creates section 627.4263, Florida Statutes, requiring all insurance claim denials or partial denials to be made by a qualified human professional authorized under the Florida Insurance Code

Prohibits algorithms, artificial intelligence systems, or machine learning systems from serving as the sole basis for adjusting or denying insurance claims

Requires qualified human professionals to independently analyze claim facts and policy terms, review accuracy of any AI-generated outputs, and conduct reviews of decisions made by other professionals

Mandates insurers maintain detailed records of claim decisions including the name/title of the professional, date/time of decisions, and documentation of denial basis including any AI-generated information

Requires denial communications to claimants to identify the human professional who made the decision and include a statement confirming AI was not the sole basis for the denial; authorizes the Office of Insurance Regulation to conduct examinations to verify compliance
