Amends the Motor Vehicle Warranty Enforcement Act definition of "purchase price" to change the reference source for trade-in vehicle valuations

Replaces NADA Official Used Car Guide (Southeastern Edition) and NADA Recreation Vehicle Appraisal Guide with J.D. Power as the required valuation source for disputed trade-in allowances

When consumer and manufacturer cannot agree on trade-in allowance, the value must equal 100 percent of the retail price as listed by J.D. Power at the time of trade-in

Requires manufacturers to provide the applicable J.D. Power valuation (previously required to provide NADA book)
