Enacts Florida's entry into the National Popular Vote Interstate Compact, joining other states that agree to award their electoral votes to the presidential candidate who wins the national popular vote

Agreement takes effect only when states possessing a combined majority of electoral votes (270+) have enacted the compact

Requires each member state's chief election official to tally votes from all states and the District of Columbia to determine the national popular vote winner, then certify electors for that winner

Prohibits withdrawal from the agreement within 6 months before the end of a President's term until the next President or Vice President is qualified to serve

Takes effect July 1, 2026, with the compact's electoral provisions applying in any year where member states hold a majority of electoral votes as of July 20
