Preempts local and state government regulation of auxiliary containers (bags, cups, bottles, packaging) to the state, with exceptions for glass containers on public property, regulations enacted before January 1, 2026, and restrictions on single-use plastics on public property

Requires the Department of Environmental Protection to develop a uniform ordinance by October 1, 2027, for local governments to adopt regarding single-use, nonrecyclable auxiliary containers, including potential bans, fees, deposit systems, and enforcement mechanisms

Prohibits the sale or distribution of single-use plastic auxiliary containers on state lands managed by the Division of Recreation and Parks to the greatest extent possible, and bans polystyrene foam containers entirely on these lands

Mandates DEP to publish a statewide Marine Debris Reduction Plan by December 31, 2026, addressing data collection protocols, policy gaps, plastic reduction strategies, and recommendations for a competitive grant program for local governments and nonprofits

Repeals Section 500.90, Florida Statutes, which previously preempted polystyrene product regulation to the Department of Agriculture and Consumer Services
