Establishes the Renaissance Grants Program providing block grants to "growth-impeded" counties (those with negative population growth) to design targeted investment plans for achieving population growth and economic vitality

Creates the Florida Arterial Road Modernization Program with $30 million annually from documentary stamp taxes and requires additional funding for the Small County Road Assistance Program to improve rural transportation infrastructure

Revises fiscally constrained county criteria and allocates the greater of $50 million or 0.1412% of sales tax proceeds annually to these counties, while also creating a rural transit operating block grant program

Establishes the Rural Incentive for Professional Educators Program to provide student loan repayment assistance (up to unspecified amounts) to educators who establish permanent residency and employment in rural areas of opportunity
