Prohibits storing handguns (loaded or unloaded) in unoccupied, unsecured vehicles or vessels unless the handgun is hidden from view and secured with a device affixed to the vehicle/vessel, or locked in a trunk, glove box, or other locked container

Defines "unsecured" as unlocked or otherwise left open to entry, and applies to all motor vehicles except public conveyances

Requires law enforcement agencies to conduct promotional campaigns educating the public and handgun owners about the new storage requirements

Mandates that firearms education, safety, and training courses required for concealed carry licenses include instruction on the vehicle/vessel storage requirements

Requires retail firearm sellers to provide written warnings and post conspicuous signage about the new storage requirements, in addition to existing warnings about minor access to firearms
