Exempts establishments that store, warehouse, or hold noncontrolled prescription drugs solely for destruction purposes from certain regulatory requirements, including quarantine area requirements, storage conditions, examination procedures, returned/damaged drug handling, recordkeeping, stock rotation procedures, and supplier due diligence provisions

Requires these destruction-focused establishments to maintain records of collection locations, formulary or description of prescription drugs from each location, estimated amounts collected, and the manner, date, and location of destruction

Relocates the department's rulemaking authority from the beginning to the end of the statute (now subsection 17), maintaining requirements for rules on storage, handling, and distribution record maintenance

Effective date of July 1, 2026
