Requires the Division of Telecommunications within the Department of Management Services to conduct a feasibility study on creating a web-based 911 alert system for domestic and dating violence victims, with features including unique phone numbers, user-generated distress codes, and real-time data-sharing with law enforcement

Study results must be reported to the Legislature by January 31, 2027

Expands Florida's Address Confidentiality Program, currently available only to domestic violence victims, to also include victims of dating violence

Defines "dating violence" as assault, battery, sexual assault, stalking, kidnapping, false imprisonment, or other crimes resulting in physical injury or death committed by someone in a romantic or intimate relationship with the victim

Directs the Attorney General to designate agencies and nonprofits to assist dating violence victims in applying to the Address Confidentiality Program, which provides substitute mailing addresses to protect victims' locations
